Every GP practice is to have a dedicated health visitor under the 2015-16 National Heath Visiting Core Service Specification.

From April, “the service will provide a named HV for each GP practice to facilitate liaison, information sharing and joint working in the best interests of families,” says NHS England.

“There will be an agreed schedule of regular contact meetings for collaborative service delivery which must be audited and actioned on a regular basis.”

The 2015-16 National HV Core Service Specification is an update of the 2014-15 specification. “The Health Visiting Service workforce consists of specialist community public health nurses (SCPHN) and teams who provide expert information, assessments and interventions for babies, children and families including first time mothers and fathers and families with complex needs,” says NHS England.

“Health visitors (HVs) help to empower parents to make decisions that affect their family’s health and wellbeing and their role is central to improving the health outcomes of populations and reducing inequalities.”

Family Doctor Association chair Dr Peter Swinyard has welcomed the news. “What a fantastic idea,” he said. “We used to know who our health visitor was and even have coffee with them once a month. Now I wouldn’t even know our health visitor if she walked in front of the car.

“I think it’s high time we went back to the system when we had a primary health care team – which includes health visitors.”

Dr Swinyard had called for the health visitor’s role to be expanded further to also cover patients over the age of five in order to reduce GP workload.

“We would be delighted with regular visits, it would be a chance to touch base and it doesn’t have to be a long meeting, just every week or two to say ‘who are the problem families? How can we help them? What do we need to do?’ or ‘this family isn’t bringing any of their children for immunisations, can you go see if there are any problems there?’

“So I’m absolutely, 100% in favour.”

Health visitors will be expected to lead delivery of the health care plan “and work in partnership with maternity services, local authority provided or commissioned early years services, voluntary, private and independent services, primary and secondary care, schools, health improvement teams, Family Nurse Partnership (FNP) colleagues and children's social care services.”
