Over half of the £42 million funding allocated to develop pharmacy services in primary care between 2016-18 was spent “to support other parts of NHS.”

The confirmation that the Pharmacy Integration Fund (PhIF) was not being spent as intended came in a written answer to a question raised by Julie Cooper, the MP for Burnley. She had asked what funds have been “appropriated from the Pharmacy Integration Fund.”

Health minister Steve Brine said: “In 2016-17, £1,784,000 and an estimated £21,799,630 in 2017-18 was appropriated from the PhIF to support other parts of the NHS.”

Ms Cooper’s Labour colleague, Sir Kevin Barron MP, Chair of the All Party Pharmacy Group, had asked what assessment the Department of Health and Social Care “has made of the potential contribution of community pharmacies to building long term value in the health and social care system at the (a) local and (b) primary care level.” He also asked what steps the DHSC has been taking to build greater collaboration between GP surgeries and community pharmacies, especially around medicines optimisation.

Mr Brine said NHS England was using the PhIF “to better utilise the skills and expertise of pharmacy teams to improve clinical effectiveness and reduce demand on GPs and other parts of primary care system.

“To support this, regional pharmacy integration events are being planned to run through 2018. These events will bring together Sustainable Transformation Leads, pharmacy providers and wider stakeholders to promote collaboration and consider how community pharmacies can be better utilised to support people to stay well in the community.”
