Intention is to give local communities more say
Scotland has made legislative changes "to give rural communities affected by pharmacy applications additional powers."

Among the changes coming into effect on June 28 will be the need for wider public consultation and community engagement throughout the pharmacy application process, as well as introducing statutory timeframes for health boards to make decisions.

There will also be new tests for NHS boards to considering pharmacy applications in "designated and clearly identified rural or remote areas".

The changes announced by Scotland's health secretary Alex Neil mean that NHS boards "will be given powers to refuse a pharmacy application if they would adversely impact on the security and sustainable provision of existing NHS primary medical and pharmaceutical services in the area concerned."

The announcement follows a review of the existing arrangements announced last September. This was in light of concerns being expressed by communities in rural and remote areas over the potential impact the opening of a community pharmacy might have on the local GP services providing a dispensing service.

Aileen Bryson, of Royal Pharmaceutical Society Scotland, said: “We fully support the need for dispensing doctors in remote and rural areas where there is no possibility of providing a full NHS pharmacy service, and are delighted to see an acknowledgement of the requirement for pharmaceutical care to be provided in addition to dispensing.”

Matthew Isom, chief executive of the Dispensing Doctors' Association welcomed the announcement, and the positive response from the RPS. However, he flagged up ongoing concerns about recruitment and retention of GPs in rural areas.
